Once that's working, have someone recreate that executable file using current development tools and a more current hash algorithm as well, which should pass the SmartScreen filter test on it's own before even returning it to the link on your pages. If I were you, I'd first try removing the link to that executable file and then resubmit a request to have the pages removed from SmartScreen, which should then succeed.
